An Enzuigiri kick / knee smash, performed by stepping on a kneeling victim's knee. Popularized by the Great Muta in Japan. The Shining Wizard spread everywhere as a fad move of the mid 2000s, followed by many variations of other moves done after stepping on an kneeling opponent's knee.
