This can instantly be used to fling them forwards (ala a headscissors), roll through their legs to apply a Victory Roll pin, etc..
Alternatively, the attacker can press up off the floor to reach an apex. At which time, they can use their higher vantage point & imminent momentum to perform any number of offensive moves on the opponent. From armdrags to cutters to bulldogs to even drivers.
